Convention on the Rights of the Child. Its content was saying that we must not impose life imprisonment for crimes committed by children under the age of 18 without the possibility of death or release. But it was just prohibiting the life-imprisonment and heavier punishment to the children under the age of 18.

As a result, if the punishment is lighter than a life sentence, we can impose it. So, we could impose heavier punishment on the teenagers than now. In this point of view, your reason is inappropriate with your writing.
